This revenue is part of a settlement in which seven tobacco companies agreed to restrictions on marketing
practices and to pay $206 billion during a 25-year period through 2025 to California, 45 other states, the District
of Columbia and five U.S. territories. This agreement has since been extended indefinitely. In 2000, the State first
received California's share of the settlement, estimated to be more than $0.9 billion annually. Half of the payment
goes to California's General Fund. The remainder is divided based on population, among California's 58 counties
and four largest cities for use as decided by each local government. Major factors for change include the volume
of cigarettes shipped, prices, and the relative population of California counties. Estimates for 2021-22 and 2022-
23 are based on prior-year receipts.
