Change in electricity and gas users tax receipts is primarily caused by changes in consumption (often impacted by
extreme weather), rate increases, and prices for energy sector commodities. The ongoing decline in
communications users tax receipts is due to competitive cellular plan pricing and the decline in landline subscribers.
